The document emphasizes the need for these organizations to analyze US trade policy. This step is crucial for assessing the appropriateness of imposing new tariffs.

Upon taking office, the Republican president directed federal agencies to "address other countries' unfair trade practices and currency manipulation." Tariffs on steel and aluminum imports, however, remain a key focus for the Trump administration.

The memorandum reportedly covers the evaluation of US trade relations with China, Mexico, and Canada. The recipients of the document will be tasked with assessing the feasibility of creating a separate tax authority to collect tariff revenues.
